临时的意思：是full hearing不可能说开就开，那么在full hearing full briefing以前，法官按照一定的标准来评判是不是立即行动。temporary stay也叫preliminary injunction. 这个和几个法官是没关系的。

我可以保证，今天明天和未来的俩三礼拜DOJ都会有几个可怜的律师在那儿通宵达旦的写opposition brief的草稿，虽然plaintiff的正式brief还没有到。
