如果只能橡皮图章那样背书，那还要选举团岂不多余？不完全按民意不等于完全无视民意，而是保留选举人更好的判断

 

正如Edmund Burke所说的，

 

"Your representative owes you, not his industry only, but his judgment; and he betrays instead of serving you if he sacrifices it to your opinion."
