只不过一个是口水，一个是泪水；一个是行政暴力，一个是心理暴力。两者都不无阿伦特说的“total domination”的味道 :-)

至于“烂尾工程”，阿伦特曾说极权下的“terror”往往都是“烂尾”（it has been frequently remarked that ... the means have become the end, ..., that the category "the end justifies the means" no longer applies, that terror has lost its "purpose," ... )  :-)
