This is liangpi actually
凉皮could be made of rice flour or wheat flour. In Shaanxi province, people even don't have all-purpose flour, just home made flour is good enough. The composition of water and flour is different between 凉皮 and noudle. 凉皮 has much more water and flour stays in the form of liquid, but noudle has much less water and stays in the form of solid. You steam 凉皮 but boil noudle. What 南山松 has shown is 凉皮 but not noudle.
