I know two ..

1.Manually.. Google search for "proxy list china"..
After you find a proxy server you like, go to internet options -> lan setting and fill in the proxy address and port number. You may have to try a lot of addresses before you can find a fast one.

2.Easy..Google search for "cgi proxy".. no manual setting required..But function is limited for free service.
