Need Help on Home made DVD

Any suggestions on software to edit and burn DVDs?

I have many mini DV tapes and JPGs and I like to burn them in DVDs with simple editing, such as title, caption, and background music. Preffer with Chinese input also. The goal is to let viewer forward movie chapters and browse JPGs with simple click on DVD player remote contral.

Most important, can I use the softare for free....thank you for sharing.
