a problem that talk on the internet

we tried to use skype and msn talk with friend, our side has big noise, but friend's side no any problem.we can heard my friend's vioce.
our house former owner had cable TV and DSL internet,the worker use former owner leftTV cable connect with our computer, Does someone knows TV cable and internet cable can use the same cable (or wire)?
