What is minimum purchase?

Could you please tell me the minimum purchase required to use its PC-to-phone service? Is there any expiration date on the payment? Do I have to subscribe service package($7.99/month Unlimited US & Canada). I don't need vbuzzer phone # and am only interested in pay-as-you-go kind of plan.
