View, Source menu

When I clicked View, Source menu, nothing happens. Why?
Sometimes, I read Chinese web pages, when I view the source, it displays the source in notepad. But it does not display Chinese in it. Is there a text displaying software that can display the Chinese source as Chinese? How can I tell IE to open it?
