I have ATI video card. Your video software setup might be different if you have video card from another vendor.

In Win2k:
Start->Settings->Control Panel->Display->Settings->Advanced->Diplays
Choose either TV or TV & LCD. I have to choose "TV" at least to make video signal to s-video. If I choose both "TV" and "LCD", I get display on both LCD panel and TV.
