IE: install language package

Just reinstalled XP and SP2. IE6 is included.

When I visit Wenxuecity, it prompts for "install language package" as it should have. But if I click on "Install", the message box just simply goes away without installing anything.

This is my first time seeing this problem. Anyone has experience and solutions? thanks!
