spyware problem or remove IE

Experts.
PC (windows XP) was affected, IE runs horrible slow. pop up alot ads. How to solve it. Tried the two tools suggesteed from IE official web, did not work.
Also how to delete IE. Neither control panel(add/remove) nor delete from program file worked.
