可以把中文转换成unicode ？

有什么小程序， 可以把中文转换成unicode ？ unicode是不是又分成UTF8和UTF16 ？ 比如我有一中文文件，我怎么知道它是什么编码，Big-5, GB2312,UTF-8 or UTF-16 ?
