Help, please!!!

我的电脑不能Start, 当重新开启时，会出现如下文字，Error LoadingC:\Documen & Setting~1\administrator~1\Locals~1\temp\NeeA4.tmp. The process cannot access the file because it is being used by another process. 然后，电脑就不再继续运行。请问如何解决，才能重新启动电脑。
