How to 卸载3721的网络失明?

Does anyone know how to uninstall 3721's 网络失明? I found a fold named 3721 under my program files. Someone said that we need to first uninstall its 网络失明. My question is what exactly 网络失明 is and how I can find it and uninstall it? Thanks in advance.
