Maybe your IPS gave you the dynamic IP but your router setting is static IP, that's why you got the pppoe active discovery terminate. unplug the power of the router and wait for 15 seconds and plug it back in then install the router software again and if you have the dynamic IP, set the router to dynamic pppoe.
