Install a DOS for USB CDRoms?

Window XP startup screen appeared, then my Laptop restarted continually. Whatever I chose Safe model or Last Known Good Configuration Start, etc, it can’t work. I can’t enter the window XP. I haven’t a rebootable floppy and my internal bootable Cdroms driver has been damaged. I have heard that I can install a DOS software from Floppy driver. It will recognize an external CD driver to boot it with my recover CDs.
Does anyone know how to do it?
