vcd format on dvd disk

Is there any one can tell me how to make vcd format data on dvd disk, and watch it on tv.

I use nero 6.0 to burn vcd & dvd. But I am think if there are some ways to burn movies on dvd as vcd format so that i can save a lot of disks.

Recently i watched a japanese movie, 21 chapters, burn on 2 dvd disks.

Any body knows about it, please teach.
