This will enable you to install any Chinese version software, but OS interface remains in English. If you want a Chinese OS interface, you'd better install Windows Xp Chinese edition.

Click start -> Setings -> Control Panel -> Regional and Language Options -> Select Advanced tab -> From dropdown list select Chinese(PRC) -> Insert Windows XP installation CD when prompt -> Reboot.
