Odd chars in Yahoo mail

How come I cannot send Chinese chars in Yahoo's mail?
If I do, the receivers(in China or US) receives a bunch of strings such as #43981.

It seems like the number represent a character. If the receiver replies to my message, he will see the Chinese characters. Does this happen anyone too?
