in Control panel,

in REGIONAL AND LANGUAGE OPTIONS, choose LANGUAGE/DETAILS, in INSTALLED SERVICES if no Chinese input, click ADD and choose from the pull down manu CHINESE(PRC) and click OK. Back to the previous window, click KEY SETTINGS, choose the key combination that you want to use to switch the input method between Chinese and English, be sure not to conflict with other hotkeys that are used in your system. If you set all these appropriately, you should be able to use Chinese input in most programs (such as IE, word, etc).
