Try this

1. Open IE
2. Maximize it
3. Click File/New/Window to open another IE Window.
4. Drag the corner of this second Window to fill the screen (note: not maximize it)
5. Close the first Window
6. Close the second Window

From now on, whenever you open IE, its window will fill up the screen (pretty much like maximizing it).
