Help:Can't use XP fax console

in WinXP Professional

Open fax console it shows status "All fax printers are inaccessible" and nothing shows. I can still fax things through Word, ACDSee, etc, just like printing. However, I cannot see if the fax was successful or monitor the fax process. The sent faxes was not stored in the "C:\Documents and Settings\All Users\Application Data\Microsoft\Windows NT\MSFax\SentItems" folder, which was working a week ago.

The device manager shows the modem ok.

I am using VOIP.

XP language settings have been changed to PRC. The version of XP is in english.
