he tried to apply for a gv phone number.  at the last step, screen said currently we don't provide services outside of US.  So he can't get a phone number.  do you know if you can do it?

I just talked to him, correct CAD8.99 per month with 60 minutes free, after that it's 2.5 cents per minute.  if he can set up voip, it'll be 1 cent (callwithus).
