whenever I want to run an application, "can't find rundll32.exe"

basically, i can't run any applications. I tried system restore. But doesn't work. the system restore application doesn't work either. I even try to run in it DOS, still couldn't run.
I am going to reinstall windows XP system. Will it delete all my files I had in the C drive?
