How PP calculate minutes

I refill $10 (100 minutes) to my PP phone, but I realize that the current rate is still 0.12/minute, not 0.10/minutes.

PP only shows your balance in Dollar, not minutes.

Is anyone know how PP calculate the minutes Vs dollar?
