遇病毒，请高人指教，线上等

想进入电脑的control panel 卸载程序。发现control panel 下所有的选项都进不去。点击每个选项都显示：windows cannot access the specified device. You may not have the appropriate permissions to access the item. 我想重新reinstall 电脑，可是放进reinstall 盘后，屏幕上显示出正常的选项窗口，可是点击install 选项，没反应。
