(A)Check both PCs IP setting; are they in the same sub-net?
(B)Turn off Target Machine Fire Wall.
(C)Go the another machine. Try using Remote Desktop to link target system. Use machine name first, if does not work try to use IP address.
(D)Also, you can do following
(I) From Another machine,
(II) Start-> Run -> \\[Target Machine IP Address]\C$
(III) Usually, even you are not in the same IP subnet, this should work.

(E)Also if none of above steps works, you might want to try manually edit LMHOST file to force both system recognize each other.
