download a few free demo /data/file/disk recovery software from web and try to scan your disk. If you still see those files, mostly likely you can recover them. Also HD manufacture also maintains a disk diagnose software you can use for either detail scanning the disk or do low level formating (all data will be wiped out).

This is why i switched from Windows to Linux Ubuntu Distro. It's much easy to mount user's data on different partitions on Linux and much flexible and safe to operate.
