请教关于使用OUTLOOK2003 时出现的一个问题

最近, 我在我自已的笔记电脑里用outlook 2003时，没办法打开e-mail里的链接,而同时跳出一个提示如下:

This operation has been canceled due to restrictions in effect on this computer. Pleae contact your system administrator.

请大侠们帮我想想,是啥个问题,如何解决.
