USB faulty

My HP laptop USB ports having problem - when I plug in a mouse, it says can't recognize the device, so for flash drives. I reformated the machine and installed a fresh XP, it is still the same. I am thinking it may indicate the failure of MB. Any thoughts or experiences are appreciated.
