FTP uses TCP on port 21 for sending commands, and UDP for returning data. So justing opening 21 will not allow you to transfer files or see dir.

You need a stateful firewall, like Linksys. I have one and it works fine. Not sure about Dlink.

Or you can place the ftp server in the DMZ if you feel lucky.
