Need help on 《jsp:useBean》

I'm using netBean 3.5.1 and tomcat 4.0.6, i always got exception whenever i run a .jsp file with . I got Serverlet Exception even with empty jsp file and empty bean file. Can anyone help me? Or telling me where to get help would be most appreciated.
