pdf self is the ? in pdf, it may have various source together. If it is a pure text, you may be able to convert back to the text, or word or HTML. But if it is from pictures, you cannot convert to the text file, but extract pictures.

For example, I can scan papers, then make pdf file, but using PDF tools, just can not save as a text file.
