Try these steps one by one

if the error goes away after one step, stop.

1. check the system date and time, adjust them if needed and then restart messenger
2. stop firewall on the pc if there's any and restart messenger
3. re-register C:\\Windows\\System32\\softpub.dll and restart messenger
