as what I said, all ROUTER/MODEM has hardware limit...

ur modem's processor capability is base on "job" not "speed". make a example, if u download a file in BT n BT creat 1000 connection for it, even ur download speed is 1k only, that will still over run the modem. but if BT only creat 1 connection n that uploader can give u 6MB bandwith, u will get 6MB download speed forever. still don't get it? try to copy 100 of 1gb files to another pc at the SAME time, the time needed will be 100 times of copying them 1 by 1!

pls clear on the different between LIMIT and OVER RUN. a CIVIC car can run@200KM for 10 hours but a EXCEL probably only 10Mmins, even they all say MAX 220km on spedo. over run is varity, not "应该在每当达到它极限的时候就出现问题"

if ur modem's max download is 15Mbps = 1.875M BYTE - 20% overhead = 1.5M BYTE ONLY! and ONLY when no upload occur! it's not impresive at all for today's internet speed (windows use Mega Byte, but modem use Mega bit)

go get a CISCO modem/router, you will happy with the speed.
