当xp 面世时，老美同事（管系统的）就给我接受过xp 此一特点，我当时就不喜欢，嫌太慢了。

这是how to turn on smoth scrolling:

IE -> tools -> options ->, then pop up the window

click the tab of "Advanced"

find the lable of "Browsing"
then look for the check box of "Use of smooth scroll"
then you can turn on or turn off this function.
