求教有关乱码问题

我用window自带的中问拼音打字。如果直接打在internet explorer /or Netscape 上，发email,不少收信者说都是乱码！同样的内容，我cut and paste to windword and attach to the email, they all said OK. Why the difference? How can I fix it?
