紧急求救，please help if you can,

最近换了一个local serve, which does not recognize chinese characters. I have some favorite webpages in chinese writings that cause the problem, the computer tells that these files cannot be recognized, and caused messed-up situation.

The worst is that I cannot do antything with these webpages in chinese writings, they cannot be deleted or removed.

Please please help if you have a way to solve the problem. If these files do not go, the computer can not work properly.
