Disable your network on your PC and run emule after emule running then enable your network on your PC.

Control Panel->Network and Dial-up Connections->Local area connection.

Select it and right click your mouse. You can disable/enable it.

This issue has been existed for long time. Don't know why it doesn't get fixed.
