我的IE不让我下exe文件。系统好像也升不了级了。怎么办？

我最近并没有改什么设置。就是好像两三天windows自己自动update了一下。结果，俺一要在IE里直接下exe文件（如norton的update)，就出来一个这样的窗口：
High security alert!!!
You are not permitted to download the file "20060413-007-x86.exe".

URL = http://definitions.symantec.com/defs/20060413-007-x86.exe

俺还发现，好像手动，windows也不让update了。

有没有大侠知道是怎么会事？怎么解决啊？
