need help about Emprex 20" LCD TV

we bought an Emprex 20" LCD TV in dallas, and use Comcast basic cable service.but there are only 2 channels can be searched,the color is no good too.

the TV corp told us there should need the IRC tv cable signal not NRC, the comcast said they use IRC signal, what can I do?
