it is reasonable for a supervisor to expect more from a subordinate if the latter aspires to a promotion. A senior staffer is supposed to do more and do better, isn't it?

Promotion can be an organization-wise competition. What she says about you is going to be considered but the senior management can't solely count on her saying to promote you. 

The way that you refused to print files for her is very childish.
