Please help to see what email(from the interivew company HR) mea

I was interviewed by a company 10 days ago, and then immediately let me provide referencs. I did so.
After that, 3 days ago I got this:

We have what we need and will be moving to our offer process!  I should have official offer details to you by the end of this week.  I will be in touch as soon as I have concrete approved details.

This morning I sent an email asking 'How is it going', they replied:

I am waiting for two more people to get back to me before I can officially extend an offer to you.  Hoping to hear from them soon!  As soon as I do, I’ll reach out to you.

 

My question is, here 'two more people ' means 2 candidates for this position or 2 of their company`s persons like managers?
