I think this question is not important.

Even if you move up in a declining company, you can find similar roles in other companies.

A personal example is that 老印 stayed in an decling company while all of us left.   He eventually kept moving up until he assumes the role of director of east coast office.

When the company finally shuts up, he moves to Microsoft in a similar role.

The takeaway is that you have to have experience in that capacity.
