怎样换group?

My wife's team lead is promoted to manager in another group. He prepared a promotion for my wife in his group. But her current manager does not let her go. My wife plan to talk to her manager directly, as this oppotunity is important for her. What if the manager says no?
 
Anybody has similar situation, advice?
