合同制的能拿失业金吗？

我在的公司都是合同制的（我们都有很好福利），我的合同已连续续签了10年。由于去年把我上司得罪了，我的合同今年没有能续签 （reason is lack of funding)。请问：我是fired  or laid off? 我能申请失业金吗？我年年评定都很好(including this year)，我能去HR告我老板吗？

I live in state A, but work in state B, where should I apply for unemployment benefit?
