I had the same experience. I was a contractor and got an offer from another company. After I told the manager that I got a direct hire offer, she told me that she would transfer me to a direct hire immediately. So I rejected the direct hire offer. Then the manager told me that I could not be transfered to a direct hire due to xxx reasons.

"莫信花言巧语，需防缓兵之计。" is absolotely right.
