Time to finish testing = X (network change completion milestone) + Y (time needed to test in new env.)
Bottom line:
It is a problem. However, you are not the cause. You are the symptom. Do help resolve the problem. Don't lose sleep over it. You are not responsible for other people's delays and poor planning.
