You have nothing to lose, don't you? The worst situation is that you might not receive any feedback.

On the other hand, the HR department is not that powerful as you imagine. As long as the hiring manager accepts you as the best candidate for the job, and you did not commit any crime, HR would not bother intervening HM's decision.
